The early winners from Arizona and Utah’s regulatory reforms appear to be small law firms that have embraced the opportunity to partner with professionals outside the legal industry.

And the big law firms operating in either state that have annual revenues in the nine figures? They’ve shown little interest in participating in the states’ regulatory reforms. But some are watching and waiting, not slamming the door on the option entirely.
