Edwards Wildman Palmer and Locke Lord announced Wednesday that they had signed a letter of intent to merge into a 1,000-lawyer firm with offices in 23 cities.

If approved by the partnerships of both firms, the new entity would be called Locke Lord Edwards and would have combined gross revenues of $650 million, putting it in the top 50 of The Am Law 100.
