A federal panel of seven judges appeared skeptical about arguments against coordinating litigation over General Motors Co.’s ignition switch recalls in New York, where the automaker has moved in bankruptcy court to bar most of the cases under its 2009 Chapter 11 reorganization.

The hearing on more than 60 lawsuits came as a U.S. Bankruptcy Judge Robert Gerber of the Southern District of New York halted discovery while the bankruptcy issues are being decided. However, he refused to intervene in proceedings involving coordinating those cases.
