Steven Banks, center, was honored by about 150 friends and colleagues at a reception Tuesday at Davis Polk & Wardwell. Banks stepped down as the Legal Aid Society’s attorney-in-chief earlier this year to become the commissioner of the New York City Human Resources Administration.
