Kirkland & Ellis litigation and internal investigations partner Michael Garcia has announced plans to appeal a decision by the Zurich-based Fédération Internationale de Football Association—commonly known as FIFA—that effectively ends Garcia’s investigation of the World Cup’s bidding and award process and clears the way for Russia and Qatar to host the 2018 and 2022 tournaments.
Hours after FIFA ethics judge Hans-Joachim Eckert released a 42-page summary of the probe on Thursday, Garcia responded with a terse statement criticizing his interpretation.
