Noah Phillips, a self-proclaimed “student” of Senate Judiciary Committee issues, has pressed to keep his boss — Sen. John Cornyn, R-Texas — a key player in the committee’s business.Phillips, chief counsel to Cornyn, hasn’t worked for the majority since he started as a Senate aide in 2011. But the 36-year-old Phillips has helped ensure Cornyn’s influence is felt on the panel now led by Sen. Patrick Leahy, D-Vt.

During the past year, Phillips advised Cornyn on constitutional questions and patent litigation reform, among other areas of the law.
