A co-owner of the juvenile detention facilities at the heart of the “kids-for-cash” judicial scandal in Luzerne County who had no involvement in the scandal now has a shot before the state Supreme Court to argue he should be able to file Dragonetti actions against the law firms that sued him over the ordeal.

Gregory R. Zappala, the co-owner of PA Child Care and Western PA Child Care, had no involvement with his partner Robert Powell’s scheme to pay kickbacks to two Luzerne County judges in return for the judges sending juveniles to the two facilities, according to previous statements by Powell’s counsel. But Zappala was sued along with Powell and others by firms representing the families of the juveniles wrongly detained.
