Aaron Cooper, 40, is joining Covington & Burling’s Washington office as of counsel to the global public policy and government-affairs practice, effective Dec. 9. Cooper was previously chief counsel for intellectual property and antitrust law to the U.S. Senate Judiciary Committee. He earned his J.D. from Vanderbilt University Law School.

Martin Dunn, 50, has joined Morrison & Foerster’s Washington office as partner in the firm’s corporate finance practice. Dunn, previously at O’Melveny & Myers, focuses on corporate finance and securities matters. He earned his J.D. from American University Washington College of Law.
