A unanimous panel of the Appellate Division, First Department, has approved a 12-month pilot program that allows New Yorkers to hail yellow cabs using a smartphone application, striking down a challenge by groups representing livery, or “black car,” drivers.
Before the pilot program, yellow cabs relied on street hails while livery cabs relied largely on prearranged pickups.
