Legendary China legal scholar Jerome Cohen said in speech Thursday that China was looking like a "bully" for refusing to arbitrate a territorial dispute with the Philippines.

    China does not just look like a bully. It has been bullying its neighbors for a while now. When a nation claims to own a 2.5 millions square miles because it discovered over 1,000 years ago while local Cham, Malay, Viet who live there did not. That's a bully! When a nation puts out a claim that has just 9 dashes without further scientific locators, legal details and/or documented specifics. That's a bully! When a nation that enforces that claim with superior forces knowingly every other claimant rejects it. That's a bully. When a nation explains its claim with statements like " indisputable", " ancient sovereignty", "has always been Chinese"... That's a bully. When a nation gains its only possessions by invading neighbors (Paracel 1974 from Vietnam, Spratly 1988 from Vietnam, Mischief Shoal 1996 from the Philippines and Scarborough Shoal 2012 from the Philippines). That's a bully.
    When does Prof. Cohen declare China a criminal and lawless bully instead of " look like a bully "? And, when does the civilized world take action to show China 21st century's community of nations?
