Mayer Brown has hired a former China Securities Regulatory Commission general counsel to work as a partner on its banking and finance team in New York.

Henry Liu was most recently at Pillsbury Winthrop Shaw Pittman, where he was a New York–based partner in charge of the firm’s financial institutions and infrastructure teams covering Asia.

Liu’s practice has focused on both inbound and outbound transactional work in Asia, with a particular focus on China. He has acted for Chinese and other Asian companies on their capital markets deals, mergers and acquisitions and infrastructure projects in the United States, while also advising foreign investors entering China.

Liu had been with Pillsbury since 2012. Prior to that, he was a New York partner at DLA Piper for two years, and previously was the partner in charge of Nixon Peabody’s China practice for three years, also in New York. He worked as a counsel at the now-defunct Heller Ehrman between 2006 and 2008.

Before his time in private practice, Liu served as managing director at investment banks Donaldson, Lufkin & Jenrette and Credit Suisse First Boston. Between 1995 and 2000, he was general counsel and a director general at China Securities Regulatory Commission, where he led the team that drafted and enacted China’s first securities law.
